HID install question

Ok, I got HIDs installed, but for some reason my driver side will not change between high or low beam. I have juggled the wires around and cannot get the driver side dual beam to change position, I can get the passenger side to change position tho. My question is two part, Part 1 : What position should the dual beam lamp be in for low beams, the lamp sticking out of the holder or should it be recessed? Part 2: Any ideas why my driver side won't change from high to low ? I have even swapped balasts around and still same fail on same side... Any advice is greatly appreciated.

first is the HID bulbs a hi /low hid bulb the hi side soinold mite have a bad grown but sometimes they do go bad? i perfer useing HID low and halgen high beam because you dont need to have your HIDS on for the high beam to flash like yours, mine having halgens it works like stock and still have the HIDS for the low beams.as for dual beam when in low it straight and when its in hi beam its tilted down ward for the duel beam HIDs.as for your driver side not switching has nothing to do with with the balast its in the motor inside of the bulb that switches from low to hi!
