The difference is inside the muffler:
13256:
Material: 100% Stainless Steel - Satin Finish
Body Shape: 4in.x9in. Oval
Inlet/Outlet Size: 2.5in./2.5in.
Body Length: 18in.
Overall Length: 24in.
Core Size: Dual 2.5in.
Position: Center/Offset
Features and Benefits: MagnaFlow XL 3 Chamber Mufflers use a unique combination of large diameter perforated tubing and strategically placed sound baffles to reduce unwanted resonance and help your engine create horsepower.
The sound baffles tune the sound waves using calibrated tuning gate openings that allow portions of the waves to pass through. These tuned waves reflect off the back wall of the muffler and cancel out unwanted harsher sounds.
The large diameter perforated core eliminates the flow restrictions of a louvered style core. A careful balance between perforation size/spacing and the baffle tuning gate make for a great 3 chamber performance muffler.

So I'm looking to make the exhaust sound meaner at idle and wot. Which is better or would they both sound about the same? I can get the 13256 for alot cheaper than the 11256. Also getting rear cats neutered.

Just looking at the description I'd go with the 11256's.
I have these:

This is what they look like inside:

You could also go with a shorter bodied muffler.
