I'm thinking about building a marauder on a later model car it has to be 06 or newer preferably 07 or newer

The loan I am getting is only for a 06 or newer and I have access to some marauder parts

2008. Though there were very few made and it was discontinued MY ( Mid Year ).
Example: Estimated 2008 Crown Victoria production with the "LX Premium Sport Handling and Performance package" was 908.

To be quite honest, I think that "converting" a crown vic or grand marquis to be a "Marauder" is just unimaginative. Given the power level a great majority of the boosted guys have, making that same power with the 2v shouldn't be too terribly hard (in the very least, it's possible), so why not just have a hot rod 'vic?
In one respect it would be more impressive, because there is no doubt you genuinely had to build it up to be fast, where a lot of people see the Marauder for way more than it actually is stock (many people still believe they are factory S/C).

Building a Marauder clone is a waste of parts that are going to be increasingly hard to find and increasingly expensive for those who own a REAL Marauder and may need them.

DOHC swap fine just dont swap over the exterior/interior parts
You can't use a Marauder trans in a 05+ plus there is Throttle by wire issues.
A 07 up shelby GT-500 throttle body can be adapted to the PCM DYNO TUNE MANDITORY or one could cobble up an Aviator upper intake to fit the stock 2V throttle body

BTW ... (forgot to mention) .....
The last year for the Grand Marquis LSE was 2005.
The 2005 total production of the Grand Marquis was 64,715. The marketing target was that 4% would be LSE (2,589), though I highly doubt that many were produced.

I spotted the LSE at the dealer I worked at, I took it out, drove it home.
