Lots of guys use a kit from ddm tuning.com for 55 bucks but every time I call I get such a hole serves

There are plenty on eBay with installation instructions.
Just get one from a U.S. distributor.

Got mine from ddmtuning.com and I have a install thread on here "new hid kit".
The HID kits from ddmtuning come with a lifetime warranty, their customer service has gone down the hill as of late but the product and price are good. I have 2 of their kits in my Marauder and 2 of their kits in my Taurus.
Doing the headlights is almost 90% plug-n-play with only having to mod the dust/weather cap on the back of the headlight, running the wires, mount the ballasts and hooking up to a positive and negative connection.
Fog lights, well that depends on which route you want to take, you can get a H1 hid kit and mod the factory bulb holder OR get an H10 hid kit (thanks to FBM) and slightly mod the bulb base itself to fit in, you'll have to cut the factory fog light harness and connect the new HID kit.

foglights dont need to HID'd in my opinion. if you just get a good set of halogens, you should be alright.

Put a set of HID bulbs in there and they really help illuminate the sides of the roads right in front of you, plus they look better and will last longer.
Why not put a bulb in that generates 3x the power output at almost less than half of the required power input needed for a halogen bulb.
A 5000k HID 35 watt bulb puts out about 3200lm. A 55 watt halogen bulb puts out about 700lm.

Why not put a bulb in that generates 3x the power output at almost less the required power input needed for a filament bulb.

Go with what ctrlraven said, i went with ddmtuning...Haven't had any problems with that kit
