Should be a direct swap. You can get Cobra Highflow Heads. Supposedly add up to 30hp ($2000).

Our heads are exactly the same as the 03/04 cobra/mach i heads. Just port your heads and a nice set of 98 cobra cams. The only one i would consider doing is the Ford GT heads cause they flow more but will set you back $3k.

Navigator heads have fitment issues, they'll bolt on but the intake manifold will not fit in between the heads. Also, the Navi intake ports are too large for a 4.6; low velocity and also low cfm flow.

4V hads that bolt on without mods:
-Any 99/01 4v head
-heads from 03/04 Aviators, Mach 1s and of course Cobras

The intake manifold is going to be the constraint to making power on any n/a combo. You can have heads that'll flow 350cfm but they'll produce little power over staock heads because of the intake.
A simple valve job, bowl port and cleanup will provide about 90% of the gains a set of $3000 heads can get ya.
