They are both electronically limited. 129 for the 327 and 118 for the 355 due to the drive shaft. Each limiter has tolerances of its own so they could have differences as well, that's why it came in at 128. It could have easily done 130 as well, within the tolerance.
The 4 valve requires premium fuel and has a lower top speed. Its been considered by Ford but drives the cost up several thousand, which police agencies don't like.

Were the top speeds electronically limited or true top speeds limited by aerodynamics. If electronically limited, why? Were their speeds limited due to vibration caused by the driveshafts? In Florida, I have seen several Mercury Marauders FHP vehicles. Would like to see the test with one of these (32 Valve v-8)302 hp vehicles. Is MSP considering the mercury Marauder? At the prices leftover 2003 Marauders are selling for, Police agencies would be buying them for the same price as a basic CVPI

My guess is some one asked the Michigan State Police if they are looking into Marauder's as police car?

Looks like they have issues with fuel cost and top end.

YOU MISSED, I asked a question after reading the 2004 MSP car test about top speed. They tested 2 CVPIs, 1 w/ 3.27, the other with 3.55s. Top speed was 128 mph w/ the 3.27s and 118 mph w/ the 3.55s. Acceleration was about 1/10 faster to 60 mph and 1 second faster to 100 mph w/ the 3.55s. In another related article they tested a concept CVPI with the 32 valve motor. I wanted to get the times on that too but haven't received any info besides the MM was too expensive for budget. They also confirmed that the top speeds were electronically limited due to the driveshaft limitations according to sustained RPMS. the 3.55 car was proportionally lower than the 3.27 car.
