Is there a write up here on installing new parking brake shoes with pics? Trying to decide if I'm going to do it myself or take it to the shop.

I don't think there's a write-up here, but if you take a rotor off, you can see how easy it really is. Just do one side at a time and use the other as a reference if you get confused.

Our state inspection checks the parking brake...

Your going to need a impact hammer to break loose the rear rotors. The parking brakes were causing a loud clicking sound every time I used the brakes. They were completely worn down. Never even used the parking brake. Good luck

Rotors or the wheels?

Yep..state inspection requires it. Took my yesterday and before he even pulled the car in the bay he tried the parking brake and he said it wasn't working right. So I got an ugly rejection sticker on my pretty car...sucks. The sticker isn't a problem I just hate rejection. Lol

I pounded the everloving heck out of my rear rotors and STILL did not budge them. The parking brake would bind sometimes going backwards and make the car jerk to a stop. It stopped doing that but still can't budge the rotors. I got the car with 52K and the rear wheels barely came off as well.

doesn't the parking break need to be there for the ABS to work, I remember taking it off years ago and the ABS light went on

No, the parking brake assembly has nothing to do with ABS. You must have dislodged or damaged the sensor when removing the parking brake stuff.

My rear rotors came off in pieces...It was so hard to get off...The puller was literally pulling pieces of rotor off...Trust me...when the rotor lets loose and breaks off...you don't want to be sitting in front of it...
