3.1 upper and 2lb lower what belt sizes do I need.

Here is my belt. Mine is super tight. But I had to grind my tensioner limit so my tensioner had more movement to get the belt on. So I would guess something slightly longer. But then again. Maybe not. I have no belt slip.

Bubs. I think my old new belt will fit your combo. I was accidentally shipped that 4lb lower remember!!

It was only super tight for installing over the pulley Bob. Once on, the tensioner backs off, so basically the snout isn't seeing any more pressure then what it was designed for.
