Rocker Rust, common??

I have about a 4" long nasty heavy rust area about 2 feet behind driver side wheel. Common?? Is there a hole somehwere that lets a lot of water in from above/??

Not common. probably the drain hole(s) got clogged with debris and water just sat there causing the rust.

Has anybody here experienced any rocker rust? Any one repaired it?
