Okay guys me asking more questions. I found a Diablo chip in my car. What can you guys tell me about it? Is it as good as a programmer. Thanks for all your help.

IMO, no. A chip has the tune burned into it, a tuner has variable parameters which (assuming the tuner is unlocked) allows you to make changes.
