Ok, so at the same time both my horn and cruise control stopped working. I checked the fuses, and they're all fine. I ordered a new clockspring and installed it. No luck, they still don't work. Now I'm at a loss. I have no idea what to look at next. Does anyone have any suggestions?

Check to see if you have power to the horn(s) when pressing the button.
How did you check the fuses?

For the horn, I did a connectivity test on the switch in the airbag, and I tested the relay. I also jumpered the connectors and got a loud face-full of horn. As for the fuses, I did a visual inspection and there was nothing wrong that I could see. However, late yesterday I decided to get a pack of fuses and swap them out anyway, just to be sure.

Ok, so I found some time last week to investigate further into this issue and found that the horn and the cruise control are connected to the same blue-yellow wire in the steering wheel. Since the column wiring has been replaced, and the continuity testing of the wiring in the steering wheel had good results, this is leading me to believe that problem could be in the connector at the base of the steering column.
It's feeling a lot like when the brake light switch on my old Lincoln went bad. Turns out it was the wiring connector that had corroded and there was nothing wrong with the switch.

If you had told us about the steering column replacement...........
Why was it replaced?

Actually, I probably misphrased. After this had all begun, I had replaced the clock-spring, and it was the run of wiring from it that I was referring to. The column was never replaced.
Sorry for the bad explanation.

Check the harness as it goes thru the firewall to the front of the car.

About where would I look? I don't know where it goes through.

Follow it from the bottom of steering column. Also take a look at the left front harness around the headlight area.
