so last night my park lights and fog lights where out i only had head lights and brake light. 3hrs later they came on. today i turn the park light on and after a few seconds they came on 1hr later wont come on? now i have all silverstar park light and reverse lights thats 8 bright hot bulbs maybe wire is fried. i checked all fuses and the number 18 15a foglight fuse was cracked i replaced it but nothing. im thinking 8 hi power builbs and hid fogs will burn wire if its connected all somewhere. ohh and when i put my turn signal on it hyper flashes

sound like a bad bulb shorting somewhere... on the parking light side of the bulb, like a brake bulb that works when stepping on the brake, but the parking light side is bad

Hyper flashing is a sign that there is a bulb filament out. A blown bulb or filament has no resistance so the LCM goes into hyper flash mode to tell you there is a bulb out.

So this can cause all park lights not to turn on?

No, could be the headlight switch or multifunction switch.

I would lean towards the headlight switch. However when I was working on my fog lamps I did find a corroded connector on the drivers side. It was not allowing power to either side fog light. Check your connections closely.
