Pats can only be turned off in the SUPERBOWL!!!!!

Yes. I have a tune without that the wife loads when she takes it as her key hasn't worked in over two years.

CVPIs don't have PATS either, but civilian CVs and GMs do.

Yes, PATS can be turned off. However, the PATS LED will blink as if you have the wrong key. Simply unplugging the PATS module will make the LED go out as well.

Haven't tried on my Marauder. Had blinking on my 2000 Grand Marquis when PATS was shut off.
