Your wheel is obviously defective. To be safe, all four should be replaced...I will take them off your hands and dispose of them safely, then you can switch to the 24" spinners you've been wanting.

I replaced all my lugs due to losing the caps on a few like happened with yours and still have some good ones with their "hats". If you are close and want to stop by you're welcome to them.
