Today , both seats refuse to move at all. I checked in the manual and in a crown vic haynes book but, couldn't identify the fuse. Any other suggestions a welcome.
Two days ago, they were fine.

Just checked Crownvic.net and the under hood circuit breaker # 602 also controls the adjustable pedals that didn't seem to move today either. Sounds like I will have to check under the hood. Hope that's it.

I checked in the manual and in a crown vic haynes book Haynes manuals suck. Get a real factory workshop manual for cheap on eBay.

Sounds like the fuse / circuit breaker is bad. If it tests good, test power to the switches and to the motors.

The seat/pedals/fuel door circuit breaker is located in the power junction box (fancy name for engine compartment fuse/relay box) on the passenger side fenderwell behind the battery. Cover lifts up to the outboard fender side.
The circuit breaker is a small rectangular one about in the middle toward the rear side (windshield side) of the box. Try wiggling it first as the the contacts can corrode.
You can test it for continuity with an OHM meter, but not really for load. They should be cheap enough to just replace even if the blades are a little dirty. If one of the protected options works (pedals/fuel door/other seat) circuit breaker is not the culprit.

Oh, Lord. I never checked the fuel door. I didn't think about it . the Interceptor doesn't have one. Come to think of it , the interceptor doesn't have a lot of the things this car has. For instance, wacky wiper syndrome.....

Ooops, should have said fuel door only if its an "A" model...lol...They fuel door will work without power on all the "B" models....

I mean't and understood the question, I haven't had to put in gas for a while as I don't drive it much. There is definitely a short somewhere. When I found the fuse to replace it , it was mfg. in the Dominican Republic,.... and it was physically very warm to my fingers.
