When i bought the car, the guy said he had a fog light on order since it wasn't working. A few days later when i picked it up, the fog light was in so i thought nothing of it.
Fast forward 8 months and i notice the fog light is in the opening all crooked. I go to investigate and notice it's only held in with 1 screw and tape... no bracket. I also see there's no wiring going to it and there's just one loose wire dangling. I don't ever use the fogs but it's something thats bugging me now.
I got a bracket and got the fog mounted properly but just wondering what happened to the wire harness?

i checked for voltage to that wire and there isn't any. what the heck is that wire for? does the wire harness for the fog come from the passenger side or is it supposed come from the bundle with the single wire dangling?

I had to repair my harnesses due to corrosion, there should be two wires not just one and like the pic above they should have connectors on both ends.

That looks like the remainder of the fog light wires. They come out of the front harness just about where that wire goes in. There should be a black wire with it. You can open up the harness in that area and find the wires. Ford sells the jumper from the harness to the foglight, but its a bit pricey. Someone parting out a MM may have it cheaper. Both sides are the same part number. You can get a replacement connector for the harness side from Ford for about $20. It may take a sharp parts guy to find the number and order it. This is usually caused by the fog light coming loose and falling out of the bumper and pulling the wires out with it. That tan/white strip wire should run over from the relay box on the right front fenderwell to the fog light connectors. Someone may have pulled the relay out if it keep blowing fuses because the wires were damaged.

I'd splice a Weatherpack connector into harness side and an OEM connector for the foglight bulb into the other end.

OP, if you need the connectors, let me know.
