Did the Marauder come with a factory lateral cross bar support on the front side of the rear axle? Someone called it a Panhard bar...

Panhard bar? No.
The Watt's Linkage is an advanced form of lateral control that is derived from the Panhard bar, but they are not the same thing.

What is the purpose of it?

to control the side to side (or lateral) motion of the axle relative to the car. basically it keeps the rear end centered under the car during cornering

Do Crown Vics and Grand Marquis of the same vintage have this also or is it a Marauder ONLY piece?

Is this one bent? View looking to pass rear side looking towards the rear of the car...

No, but it looks like the exhaust system is.
Why not take a look under your MM?

Ummm, that is under my soon to be car. :P I have never seen this setup before. So, I didn't know exactly what I was looking at (and neither did the shop tech either, apparently). The shop guy said it looked bent. I saw a curve, but couldn't tell if it was supposed to be that way or if it actually was bent. It looks aftermarket....

It is aftermarket. Looks like a Metco Watts link. The factory one is stamped steel. Metco one is billet aluminum.
Check you rear control arms also. Factory is stamped steel, Metco's are billet aluminum.
