I have a SCT 4 program chip but i dont have the handheld to switch tunes, my old ecu fried and recieved my new one, do i have to have the car taken somewhere to have it tuned or can i just plug my chip into the new one I got?

Just going on what I can get from this, you cHanged out the PCM from the car? If so, and you have a handheld tuner, there are a couple of things that come into play......
If the tune was in the car when the PCM quit, then your tuner is locked to the previous computer, so you will need a new tuner and tune.
If the tune was not in the PCM when it quit, and the tuner is unlocked, then it is possible that you can just load it in,a providing that the catch codes are the same, you should be good to go.
If it is an actual chip that plugs into the PCM, I would say try it, as I have no experience with them, it will either work or not.
Worst case, you will need a new tuner and tune....

You just plug the 4 bank chip into the PCM port. Isn't there a button or switch coming off the cicuit board to switch programs?

I just have the actual chip that plugs into the board on the back side of the ECM the computer numbers are the same except two letters at the end of each long number... I dont have the handheld to switch tunes the previous owner kept it when i bought it would it hurt the computer if i plugged it in?

Swap the chip into the J3 port and call it good. Make sure you prep the board for the chip to slide in by removing the wax coating with a Q-tip and alcohol.
Only thing to be careful with is to make sure its the same strategy. Example MAV2, MSE3, ect... Those 4 are what need to match.

Cables and chips on these cars is old school.
