07/10 around 1pm "ish", Blk, clean, with two folks in it, woman passenger, between Fredricksburg and the 295 cutoff, VA. I believe they were NY plates, old style. I was in a silver KIA Sorento and blew the horn and :up:, the wife was driving her gold Linc LS8 and did the same.
