Headers would make a noticeable difference. U/D pulleys would minimize some loss of power, but that's not creating more power. Some people use intake spacers, I believe the consensus there is minimal to no gains. You could try a larger throttle body, but I believe the result is the same there as well.
From there, you have to get into some more serious engine work to gain real power.

I thought so I was thinking a lighting throttle body/maf and some 39lb injectors. Then retune would this make a noticeable difference

No need to change your injectors unless you're going SC.
Do you have a performance tune yet from either Mo's or Lidio?

Electric cut outs will actually cost you average HP/TQ.

Don't need the injectors. A twin 62 mm T/B WILL net you some peak hp over the 57mm oem but you will see more than 20 rwhp increase down in the low mid range w/the right dyno tune.

I would have to retune to get the power out of T/B? Or with a upgraded MAF would it read it

IF you want to get the most out of it you will need to have a really good tuner put it on the dyno. You will see some gain especially at the top end but to see the maximum potential at the lower end you need to re-tune.

Have Shaun over at AEDHP.com dyno tune it for you. For bolt ons Electric water pump, intake spacer and accufab TB if you have money to burn not gonna net you more than 10-15hp? Did you open up your mid pipe? 2.5"? I'd save $$$ for a Vortech SC.

Nice let us know how it goes. I would love to go the eaton route; I have been researching and it is possible just needs all the smog stuff in tact. As for mods why not go with some suspension/other mods: front and rear sway bars and control arms? Stainless steel brake lines?

I recommend:
March 1158-08 damper
large diameter wp pulley
large diameter hydraboost pulley
long tubes
intake spacers
Mod that add little to no power:
cai/rai
throttle bodies
Electric Water Pumps add little power but cost a lot.
The n/a mod that adds the most power for the dollar is cams.

No it won't.
I have posted the dyno chart that shows the +20 rwhp gain in the midrange w/just the JLT and T/B and a retune for them. The base line was from the first dyno tune w/stock intake.
Peak gains are less - 12 RWHP but it pays to check the entire range for gains instead of just looking at peek #'s that are at rpm ranges not frequently used!

You can dyno tune it to the ragged edge to gain power. A little power. Then blow it up when you get some bad gas, or the tune is too aggressive. Lidio stays conservative for good reason.

80+K miles w/current tune - 130+K miles total and it hasn't blown. You just need to tune for more than just peak #'s

There are lots of variables that make up a tune. Different tuners result in different tunes much like making gumbo, everybodies taste different. Every car and every owner is different.
All that matters is that you are happy with the tune.
I have had mine tuned by several, including some of the titans in the tuning world. I have now found a tuner who tunes it the way I like it.:)
