What is the procedure for removing the Wiper Cowel?
I assume the wiper arms have to be removed too. So... how is that done?

To remove the cowl:

Lift up the arms, move the locks away from the posts, lower the arms while holding the locks open, the arms will hold the lock in place, remove arms. Mark left and right as they are different. Then remove a bunch of screws and clips.

After the arms are removed, there are 4 Phillips head screws and two push clips in the top of the cowl, remove them and the rubber seal that runs the length of the cowl to separate the top from bottom. Then lift the top of the cowl off to expose 6 8mm bolts. Remove them from the inside of the cowl then unplug the wiper motor. That's all you have to do.

Oh yeah, when you take off the arms, the indexing blocks (about 1/8" in size) will fall off each arm and drop into the lower wiper panel. Fish them out before removing the panel. I glue them onto the wiper blades. You can see where they fit. So they wan't fall off again.
