Possibly a relay in the LCM. Common trouble.

There ya go... probably good thing you had the better or fixed LCM. A ground or short can be hard to find, and messes with all the electrical, anyway sounds like problem solved.:).

Here's my tip for the day......

Pack the female connector with silicone dielectric gease before connecting them together.

The ballast was full of water, or just the connector?

Will be doing that.. the female connector looks brown already.. hey FBM would be able to tell me why sometimes the passenger hid turns off, if i turn them on n off it turns back on...

the male part of the ballast was full of water not actually inside the ballast..

Most common issue is power/ground connections. Try changing your ground to another location free of any paint (use sandpaper) and make sure the terminal is touching the threads of the bolt/screw.

I bet the contacts inside the connectors are either not making a good connection or are dirty... or both. Could also be a bad ground issue. Since the HID use the factory wiring harness for power and ground I have seen issues with the ground wiring in the factory harness getting all corroded.
