I have some wheels that are in horrible shape. Clear coat was taken off them a while ago and they don't shine for nothing. I'm leaning more towards sandin them down then painting OR is there a way to make them shine again?

If I sand them what grit(s) do I need?
If I can bring the shine back when do I need??

I say go to a wheel repair shop and see what it would take to restore back to OEM standards if its possible, if the $$$ is in your budget.

pvd chrome, detroit wheel charged me $700 after some arm bending

Yup, polish them.

I have a pair of wheels with damaged clear, one of these days I want to remove the clear and polish them, if they turn out like I expect I will do another pair and rock them.

Polished alloys are so easy, maintain them and they look good. Let them go and a few hours of elbow grease and you can bring them back. Nothing to peel or bubble.
