Chris, I had the exact same experience with my '84 Turbo! (before I got wise and re-registered it as 'Historic')
The idiot couldn't drive a stick shift smoothly and couldn't follow the computer screen's "drive curve" for $h*t....:mad2:
Kept lugging the engine, then getting into too much boost trying to catch up....etc.
Finally after 2 failed attempts he called over his supervisor, who had to run, and complete, the drive cycle test.....:shake:
And you are right about all those 'Historic' POS I see all the time being used as DDs to commute to work.
I bet Maryland gets smart soon and eliminates the 'Historic' tag option because of how many morons abuse it.
I had to train emissions trace drivers in Taiwan a few years back for Ford. We passed all testing here in Allen Park Michigan... When they started running conformance testing in Taipei they kept failing the emissions.
I couldn't believe how crazy they were at driving on the rolls!! Slipping the clutch to 3500 rpm on every start... Unbelievable... Was plenty more but the fact that they sucked and this was their profession blew me away.

It is his fault... It's his car... His maintenance... Not the EPA's fault or the testing procedures.
The fact is when Ford sold the car it was certified to 120k miles. So compliance was done all the way up to 120k miles. That being said it doesn't just stop working after 120k...
Unless modified or not maintained to proper operating condition the car will pass with no problem.

I have to laugh, now that you have a stock tune in and non malfunctioning parts, your car is fine. So it is funny when you take care of things how they will pass!
Other people with 'heavier' setups can pass just fine cause unlike you they took responsibility and did prevention up front before going in to just be failed and blame the EPA. Catalyst and O2mon were part of the original OBD legislation in 1996.

5 Marauders, 4 all stock and all on still running original cats.
2003- 240,000 miles, stock, passes each year
2003- 110,000 miles, stock, passes each year
2003- 105,000 miles, stock, passes each year
2004- 156,000 miles, stock, passes each year
2003- 136,000 miles, Some mods, passes each year.
All cars get new IAC valves, EGR valves, plugs and O2 sensors every 100,000 miles wether any codes or not. All start right up and idle smooth. 4 get 20-21 MPG average city/highway consistently.
Any misfires or other probelms get corrected within a few days of happening. And we still have time to enjoy a full life beating the piso out of them.

Perhaps the name calling can be addressed in PM's to said members who do so as a fair warning but at this point I want to know if his car ultimately passes or he gives up and drives it into lake Michigan.
It's examples like Doms saga that inform the rest of us that are not experts in environmental law that changes in the system have occured and that our cars that have passes state muster for years may now fail without warning because the inspection criteria/mechanisms have changed.

Just find it very annoying to blame the EPA / CARB for this. They are simply enforcing the law as it was written. I am sorry they came up with a more efficient way of monitoring exhaust emissions. OBDII is simply the check to make sure the car is not emitting more than 1.5x the base emissions standard. It is not just some simple technology to turn on a check engine light when a part is bad. It has come far enough that they no longer need the sniffers and can rely on the manufactures to produce a sound monitor for detection of failed components that directly impact tailpipe emissions.
If you don't like the laws don't live there. No law has changed, the car has always been required to be OBDII compliant. Don't be mad because the testing agency has gotten smarter and are on to you.
The next stage is to verify the car is running the correct CVN (Calibration Verification Number). Basically if anything is changed from what was released and certified for a specific vehicle, the CVN will change. If it does not match one in their system provided by the vehicles manufacture, you do not pass. This will be step one, the step two is monitor readiness. Third step is rate based. If you have a very low number in your denominator they will reject you as well as they know you just reset your system to come in and pass.
With the new LEVIII standards going into production now, the OBD system is even more stringent and rate based is being look at more in depth by CARB / EPA.
With all that said I live in Detroit, I have no cats on my car, I have a custom cal and there is a reason I do not live in a CARB compliant state / area. Hell even my parking lot rotter (I drive Manufacture plate cars, currently a *****box China Cherokee) is modified with a custom cal. Perks of living here I suppose. My friend whom lives in New Mexico still registers his cars from Michigan to avoid the hassle.
I have had conversation with Mike McCarthy (head guy at CARB for many years for OBD). He laughs as his neighbor spends a week to put his car back to stock form every time he needs to get his certification. The guy will then spend the next week bolting everything back on to the car. He has seen people do complete powertrain swaps even to get passed. At the end of the day it is on the owner to ensure they are compliant to the laws.

What gets upsetting to folks is that for years their cars pass then all of a sudden they fail and it's frustrating. Your point of view is spot on though when it comes to CARB compliant parts. It is a shame in my eyes you can not mod the car with non CARB compliant parts. The amount of effort and money it takes to get a Cold Air Intake CARB compliant is silly! Imagine the effort to ensure a blower setup meets their guidelines and restrictions!

Neither, had to "step up" to even be close to the new GT500's, as far as Jerry, I blame him for everything, he's my scapegoat when I order parts, according to my wife.....:rolleyes:

After I test drove the Marauder at the dealership and read about the power deficiency, I knew some aftermarket parts/tune would be in order. So I checked my states emission testing laws and found that only a safety check was required for my area. Other areas needed an emissions/OBD-1/2 check.
I got burned on an old Ford Falcon when I took off all the emissions hardware and found out that I had to put it all back on if I wanted to pass emissions in the state I live in at the time. I sold the car instead. I vowed never again.
We have state laws about exhaust, it can't be modified, so mine isn't. They don't really check but they might/could. The power gained is not worth the risk.
