I have recently bought a 04 MM, it have just under 80,000 miles.
the car is going in the Shop In 2 days to have 4.10 gears, a stall converter and then tuned.
My question is since i am getting my rear end done should i be be getting the the traction lok done too? i want to make sure that when i want both tires to spin, they do. summit racing has M-4700-C kits. Is this the same kit that i would get at a dealer(OEM)?

While everything is open is the perfect time for a rebuild. You may not *need* it, but the parts are inexpensive compared to having to open it up again later.

Should i just buy them from a local ford dealer or upgrade?

Yes this is the same kit , i would get it thru Summit, the dealer is going to rape you on the cost of the kit!

A lot of people recommend that upgrade kit that you mentioned, the M-4700-C. The carbon clutch pack that's included is a step up from the stock clutch replacement pack. They're built to last longer and handle more power. It comes with a 31 spline S spring, but unless you're converting to 31 spline axles, you'll just reuse the S spring (28 spline) that's in there.

As Overlord mentioned, might as well get it rebuilt while you're in there.

What are the benefits of upgrading to a 31 spline?

Less change of breaking an axle. If you are staying N/A not necessary IMHO.... If getting boost is in your future I'd do the upgrade. You can always sell the 28 spline axles and carrier to recoup some of the cost.

The 31 spline axles have a larger shaft diameter and will be able to effectively handle more power load for a longer period of time. More splines = more surface area for the mechanical load to be spread over. By what I've seen, most people say you don't really need them unless you're planning to increase power output by a lot (i.e. 450+ hp). Hope this helps.

I replaced my clutches with the Mustang Cobra carbon fiber clutches a few summers ago. Do not use the spring that comes with the Mustang Cobra clutches.
