Goof Off, rubbing alcohol or tar remover will get it off.

Hair/blow drier or a heat gun.

I haven't tried it on 3M tape or similar, but a trick my mother told me about for most sticky residues:
just put some cooking oil on it and let it sit for a while -- ie rub some on it or put some on a piece of paper towel and stick that to the residue. The oil will dissolve the sticky and it will basically just wipe off. Then you just use a little soap and water to clean off the oil. If you don't wait long enough, it just takes a bit of rubbing the oil in to get the residue to come off.
I have been using this trick to remove the sticky residue from lots of stuff, most recently I used some canola cooking oil spray to get the "official licensed product" sticker residue off the bottom of some Tervis Tumblers.
