Drain Holes Covered?

Not sure if this is the right section or not but I've noticed that even thought my car is rust free, the drivers side inner door seams were starting to rust. Upon further inspection of the drain holes, I noticed that the front hole of each door has some kind of a factory installed tape that reduced the hole by about 80%. I pulled then off and water drained out. Any idea why these were even installed in the first place?

Probably to prevent the drains from being painted closed.

I pulled the damn tape off mine in 2005 when I found it.......should have been removed by FORD.....at the factory or by the dealer!!??:mad2:
