Air Conditioning Acting Up...

So I am having the exact same problem I had in my 1999 crown victoria LX, my AC turns on and blows cold air but rarely from the front vents, it usually comes out of the front defroster or floor vents. Has anyone else had this problem? or any idea of what is causing this?
