Headlights/Foglights

I can't get my headlight beams and fog light beams to come on at the same time. Anyone know what might be the problem.

From the owner's manual, page 39:

Foglamp control
The foglamps can be turned on
when the headlamp control is pulled
toward you and is in any of the
following positions:
- Parking lamps
- Low beams
- Autolamps
