Is there a way to "explain" this sticker?

I've been meaning to post this since I joined the site but hadn't gotten around to snapping a picture. I noticed this sticker directly above the VIN tag on the driver's door when I bought the car and I assume the car was re-purchased under some sort of a lemon law. I don't remember seeing anything in the carfax about it. I seem to recall seeing somewhere that a member here has access to the Ford database that may/may not shed some light on this?
