Does This Wire Look Familiar?

Hey guys! Does this wire look familiar? Got it back from the shop and noticed this wire hanging around. It's coming from the driver's side... And a bonus added is my headlights and fog lights won't turn on. Checked the fuses and all is good.... I appreciate any advice!!

Update: The headlights came back on... We had some bad storms over the weekend so I am guessing water got in around somewhere.... Still can't figure out where this wire goes...
