My rear reading lamps are on in the flat/same plane position as the roof but off when tilted/angled outward. Is that normal? Couldn't find anything about it in the Owners Manual.

I think that sounds right. IIRC, you can adjust them to stay on, stay off, or come on when the doors are opened.

The more I think about it the more I think it's not right. When they're flush they act in concert with, and as, a dome light. However, if they're pressed (and thus angled) after they and the dome light have extinguished, then they don't turn on and are therefore inoperable as a map/reading light. Ghost in the machine?
Turns out I needed the Lighting Control Module replaced. Not cheap but now all my lighting works. I was correct the reading lamps in the rear should turn on when pivoted toward the passenger.
