left front inner fender well

my MM has a full front inner fender well on the right side , but on the left side there is only 3/4 of the inner well there . the part that is missing is the part that would cover the front bumper cover . my dealer on shows a full piece for both sides and nothing to show that it comes in two pieces. is there anybody out there that has the same problem?
