No. You need a 9007 replacement bulb for the headlights. Also, that looks like it would give off a purplish light, not very good for illumination in our already poor headlight housings.
If you want to upgrade, there are several options (priced accordingly):
1. Install Silverstars or similar bulbs (slight improvement over stock).
2. Increase the voltage going to the headlights using relays:

Or a combination of 1 and 2. It all depends on how much you want to spend.

I realize the original question has been answered, but I'd like to add my $0.02
Phillips X-treme Power is the current 9007 champ. I've use Phillips Xtra-vision, which were noticeably better than old original lamps.
Bulbs with any sort of coloured coating on them will send less light out the front than the same bulb with no coating (the coating is a filter that absorbs some of the light). In other words, avoid blue-coated bulbs for street/nighttime use.
Using relays on the low beam will defeat the daytime running lights, if your car has them. You'll get either no DRL function, or full low-beam all the time, depending on whether the pulse provided by the DRL module is enough to activate the relays you use. Most likely, full low-beams.
Also, pitted/yellowed/cloudy headlight lenses will reduce the light output significantly.
