I know, it's not funny, but what are we to think?
No description of the car's condition exterior, interior, service records, storeage, modifications and above all, pictures.
Assuming it's in excellent condition, no mod's, and service has been done then 13.8K
is just a little high if buying from a dealer. Blue Book recommends $12.6K if it's in excellent condition.
If your buying from a private party then $9.8 is KBB's recommendation.
But that's at my ZIP code.
Check the wipers and headlight operation.
When buying a used car check brake pads (visual), motor oil and trannys oil (for color and smell). At that mileage it's due for a fuel filter change and transmission oil change. Maybe the seller will do these things, do not just take his word.
That may cause him to lower the price a few hundred.

You have negotiating room and being "mint" is a plus (for the seller).
Now, how much do you want it and are there other offers on the table.

Ya know, do a quick check on the "for sale" forum, here and on Motorcity Marauders.com and see what owners are (were) asking. You may have done that already. Look at the mods too.

That's a pretty low mileage car in a nice color... "seems" a bit on the high side but its not like you can shop it around, if I had the money I'd prolly grab it.
