There is on on CVN.net, it should be in the BOK.
Basically, you are going to take your dash off. You will have to unbolt the steering column from the dash, 4 bolts.
Then you have I believe three bolts under the kick panels that you will need to take out. Don't forget the bolts on the top near the glass, well screws I would say.
With that, you should be able to move the dash backwards enough to get to the module.
Its on top of the HVAC housing, a little white box. There are 4 bolts holding it in, I believe 10mm or maybe 8mm. I used a shorty wrench to get to the rear bolts as its a PITA to get to.
Once its out, you can replace.

Only thing I suggest is to block the tires and throw the gear selector in the lowest gear so you have clearance. Make sure you take the gauge pod out as well.

the crownvic/grandmarquis/marauder are odd in the sense that they've had essentially the same dashboard for 15+ years. the new style dashboard was introduced in the 1995 model year and has remained mostly unchanged since then.

Dealer wanted $1200 to replace the blend door on my daughter's 1999 Sable.
She's been driving without heat all winter, but the air conditioner works.
I have changed a couple, without removal of the dash, you will need to loosen it but not remove it, remove the glove box, and trim a small bit of insulation over top of the blend door for rachet access, 2.5 hours, start to finish, I wish I was doing them flat rate at a dealer.

the crownvic/grandmarquis/marauder have a solid steel blend door that never fails. the part that does actually wear out is the little electric actuator that moves the blend door to various positions.
p.s. the blend door actuator in the late 1990's taurus/sable is really easy to access. just reach under the dash, pull out a few bolts, and you've got the actuator in your hands. no need to pull the dashboard out. the actual blend door inside the heater plenum is indeed a major project to replace though.

here's a quick & dirty hack for those of you in really hot enviroments to get working a/c when the blend door gets stuck in the hot position.
-pull the two hoses off the heater core
-use a 3/4" hose coupler and to join the two heater core hoses together
this will get you full cold air regardless of how the blend door is positioned. but do be warned that you will not be able to get heat out of the car regardless of how you fiddle with the climate control buttons. this can be a safety issue when the cooler weather arrives.

for the beater type car that you don't want to spend any money on, here's a really dirty hack to get heat:
-pry off the blend door actuator
-drill some holes in the heater plenum
-push a long phillips screwdriver in through the new holes to force the blend door to the full hot position.
-drill a couple additional holes to hold the blend door in place
-insert some long self tapping wood screws into the plenum plastic to hold the blend door in position
-close any holes in the heater box that air may leak out through with duct tape

I have the same issue I bought a new acctuator but lack the time to put it in but I found that if I run the EATC diognostic simultaniusly hold and release quickly the OFF and FLOOR buttons as soon as you let go of them push AUTOMATIC YOU WILL SEE ACTIVITY IN THE DISPLAY when the test is complete 3 digit codes 024 blend door acctuator hit the DEFROST to clear the codes. turn on your AC and quickly turn the temp to 60. Just a suggestion it works for me
More good info. I still haven't done anything. I'm goona try my hand at taking it apart enough to see whether it's the actuator or not. If it is, I'll replace that and be good to go. If its the door itself, I have a friend of a friend Ford tech who's a trim guy at one of the dealers here who's willing to tackle that on the side.
