Sounds like you've got air in the system. Have you changed you coolant or thromstat recently?

You are most likely low on coolant. The holding tank is not an indicator of low coolant level. As mentioned burp the system. Elevate the front of car apx .6 to 8 inches. Remove the hex head cap on the cross over tube add coolant. Let the engine temp come up to normal. Turn heater on & add coolant. You will see air bubbles come up durring process. When done replace cross over hex cap. Don't over tighten.
