The wiper arms are have little index blocks that go between the arm and pivot to supposedly put the arms where the factory intended them to sit. 99-100% of the time, the first time you take the arm off the blocks will fall into the wiper housing.
For some strange reason the wiper arms didn't sit level on all cars made. The service manual solution is to remove the indexing blocks, toss them out, and re-position the wiper in the desired position. There is a measurement chart in the service manual, but it is pretty much low and level with each other across the windshield.
