Incorrect. Paypal changed the way this works. If you send as a gift, the sender now pays the fee. Paypal takes the same percentage and gets paid either way, the only difference is whether the sender or the recipient pays the fee. When you send a "gift" now it shows you upfront how much you are being charged, as the sender, above the amount you are sending.
