On a scale of 1 to 10, that's a 2 to fix.
Flex agent reduces over time, when repairing a bumper, filler, primer, and clear should be kept to a minimum as to avoid excessive mill thickness. If flex agent is used, it mostly needs to be in the primer, most clears are already flexible from the the manufacturer.
I know its a bummer, but that isn't even a flesh wound. Easy fix as others have said.

Good to hear the comments. I already got an appointment in the am at a body shop set up by USAA. Since it's not my fault I should be leaving this with a nice looking bumper again. I may see if they can paint a fender while I'm there too. My driver's side is rusting and I have a lead on a decent one from a junkyard 2007 crown Vic. Will keep you posted.

Thats an easy fix. But, if you want one I have 3-4 good ones for various prices based on quality that I can deliver to carlisle in June.
Thank you guys so much for the offers. We have a good community here. Body shop says it's easily fixed. I didn't notice my spoiler is a little jacked up too. Anyway, $1100 damages. I'm not paying it, but I'm glad it's getting fixed. While it's there I'm going to have them paint a replacement fender because mine is rusted. I'm trying to source one that is in good shape. Junkyards are sketchy. Anyone have a lead on a driver's fender in the NJ/PA area?

Non-issue for any body shop that knows what they're doing. Urethane bumpers can even be welded/patched to as good as new. The only kind of repairs that are a mess are those that are missing large chunks or have a lot of stretch and distortion to the base material over a large area. Yours looks as good as they come out of the box when replacing them...it just needs to be stripped and refinished.
