The gap between the body and top of the bumper cover is growing, looking silly and moving around more than they should.

I was wondering if they could be jigged up in the proper position and then spayed in behind with a low expansion foam to help give in some rigidity.
My 98 protege has rigid bumpers and a foam core, much more solid than the frail bumper covers on my MM

I think you folks have it mixed up a bit. I think he's saying the rear bumper cover is sagging at the top edge, right where it meets the body (as in right underneath the taillights), not along the bottom edge. I have a similar issue on mine, the bumper cover is fine along the bottom edge, but it bows downward starting right below each taillight and hangs downwards towards the middle of the license plate area. Is this what you mean? In any case, that's the problem I have, the gap is rather strange looking....and no, no accidents. It's only got 9500 miles on it, so this seems a strange thing.

Right on Taemian. I have had the pro-Guard for years, lower portion is fine.
There is a gap between the BODY and the top of the bumper covers, and they are loose and "wiggly"
No collisions on mine.
I actually have a small crack in the bumber cover just beneath the drivers side tail light. There must be a bolt head under there.
The front is starting to show some ripples just aft the licence plate on top.
I will climb up under there and see if there are some clips that have come loose, expanded or simply fallen off? I have no idea how these are attached.... YET.

This is the same issue I noticed shortly after I bought mine.
I had a 95 P71 before, which DID NOT have a similar issue - so it was new to me.
If you look up underneath, you will see that there are brackets welded onto the frame that lend support to the bumper cover.
THEY STOP RIGHT AT THE TAIL-LIGHTS! So, the cove sags right there, and looks stupid (IMHO).
I see the fix as taking off the cover, and tack welding on a continuation of the support, around the frame under the tail lights. Then the seam would be consistently supported, and NOT SAG.
What do you think?

I think this is the solution.
the problem with the bracket is that it ends too soon.
You can even see where it ends on my sig below of the silver MM
I'm going to see if I can find another bracket at the junkyard to see if I can extend the bracket at an angle towards the front of the car.
If we don't do something the plastic bumper cover will start fatiguing where the bracket stops, over time.
In my opinion, the proguard does nothing to solve this problem. It was designed to keep law enforcement vehicles from scooping up dirt when they go through medians.
