Pull it out the door and wash with a brush and Awesome or 409......towel dry.......looks like new!!

I pull them out and clip them so they don't try to retract and then soak them in All Purpose Cleaner (usually Optimum's Power Clean). The longer the dwell time the better. Rinse, dry, etc.
If they're *really* nasty I'd consider just replacing them...time/effort vs. money.
Somebody tried a Mr. Clean Miracle Eraser with pretty good results a few years ago.

Some detailers won't clean seatbelts for fear of liability should the cleaning chemicals degrade the material.

Go dark charcoal? Probably wouldn't look good unless you had other two tone touches...
