Help identifying a part on my Marauder

So I bought a 04 DTR Marauder. While I was checking the car out before I bought it I noticed a large Grey black plastic sheet under the rear bumper. I have no idea what or who made it. I am guessing it's an aero piece for reducing wind resistance, but I most likely am way off on its purpose. Any help would be great, as well as opinions on removing or keeping it on the car.

I checked my 04 Crown Victoria Sport, and it doesn't have the same piece. Maybe a Marauder specific part for holding down the rear bumper.

It's called a Proguard. Some say it prevents the rear bumper from ballooning at higher speed and may increase mileage because there is less drag. Was originally developed for law enforcement use to prevent the bumper from snagging dirt during turnarounds thru medians.

It's an aftermarket piece. I'd leave it as it won't harm anything.

Gee ... My 2003 Crown Victoria LX Sport has it ...
*Might have something to do with the fact that I installed it in 2006.

I'm sorry if I'm high jacking this thread, but I have a question for the people who own one of these. Does it work? Any noticeable difference with it on? Did it help raise the bumper, or is that just part of a different design?
