Wacky wiper syndrome. Clean cowl out, wiper motor ends up sitting in water, debris.

    Model?
Had to replace the wiper motor on an envoy recently. Water got into the housing. Caused the washer to pump constantly. Aftermarket motor and transmission assembly was fairly cheap and easy to replace.

Would be my guess as well. I just replaced mine instead of drying out, etc. Not expensive and better than having to take it all apart again.
